Why doesn't the OSD and ControlBar function when StayOnTop is enabled in Window Mode?

Due to issues with window position ordering, I had to disable the OSD and ControlBar when StayOnTop is enabled. This only effects window mode. OSD and ControlBar should function just fine in Zoom / Fullscreen mode.
